"The Flash" Season 3 Finale may have revealed the big bad in Season 4 is Clifford DeVoe aka The Thinker. Savitar mentioned his fight with the villain, which means Barry returns to Earth to fight him.
In "The Flash" Season 3 Finale, Savitar namedropped DeVoe to Barry much to the latter's confusion. Savitar said he fought with DeVoe but Barry does not seem to recall anyone by that name. This means Barry has yet to fight The Thinker in the future, given that Savitar is the future Flash.
DeVoe's name also came up ahead of "The Flash" Season 3 Finale. Abra Kadabra, during his brief stay at S.T.A.R. Labs, rattled off a few of The Flash's nemesis. DeVoe's name stood out for Barry since he has not encountered him yet. It is safe to assume then that Barry has yet to meet The Thinker in the future, knowing that Abra Kadabra is also from the future.
According to CBR, "The Flash" Season 3 Finale hinted that DeVoe aka The Thinker is the Big Bad in Season 4. This would stay true to what executive producer Andrew Kreisberg said about the new season's main villain. He said Season 4 will not have a speedster as the villain.
If DeVoe aka The Thinker does become the Big Bad in Season 4, then this means Barry returns to Earth. "The Flash" Season 3 Finale saw him enter the Speed Force as redemption and to save Central City. He had passed on his hero responsibility to Wally West.
However, Barry may not stay in the Speed Force for long if the threat of DeVoe comes. Interestingly, the synopsis for Season 4 from Cosmic Book News hinted that he returns to Central City to continue to fight metahumans with his friends at S.T.A.R. labs.
Now, the question is how Barry appears in Season 4 to defeat DeVoe after being trapped in the Speed Force in "The Flash" Season 3 Finale. Perhaps his love for Iris keeps him connected to Earth.
